During the 2000-2001 program year, Massachusetts School to Career/Connecting Activities staff from all sixteen Workforce Investment Board regions collaborated to create a sample of Work-Based Learning Plans from over one thousand students. The Skill Gain Study looks at skills and competencies used in work-based learning, levels of skill gain, and factors that create quality work-based learning.
